Functions of the EGF Rules Commission
As approved by the EGF AGM 2005.
Management

Management of tournament rules and related issues for those tournaments
controlled or partially controlled by the EGF or the Rules Commission (below called
'tournaments').

Tournaments include: the tournaments during the European Go Congress,
the European Masters, any tournament with a title of a European
Championship, the Toyota-Pandanet European Go Tour, the European Cup, the Toyota-Denso
Oza, the Ing Memorial.

Management of the rules discussions with international bodies such as the
IGF and Olympics committees.

Proposal of a complete set of EGF Tournament Rules to be adopted at the
AGM. Incorporation of EGF initiated intermediate rules, after discussion
by the Rules Commission. Amendment of Rules Commission initiated minor rules.

Monitor selected tournaments. The Rules Commission involvement increases with the
importance of the event.

Organise referee training and certification.
Documentation

Create and maintain general documents such as Tournament Rules, Rules
of Play, Pairing Rules, Referee Guidelines.

Create and maintain specific variants of the general rules for tournaments.
Disputes
-
Provide a means whereby countries can obtain advice on settling internal
disputes related to Go rules or tournaments.

In case of a dispute during a tournament game, arbitration can proceed
through the following levels:

Tournament referee

Tournament Appeals Committee

Rules Commission
-
Recommend sanctions on organisations or individuals, where they fail to
comply with the rules.
Modus Operandi

Members may be recruited by other members of the Rules Commission. The EGF Committee
or EGF members may propose a member. After discussion in the Rules Commission, the
EGF Committee approves or rejects the member.

Members are supposed to be active. A member should inform the Rules Commission if
there is going to be a temporary period of inactivity. If a member becomes
inactive without informing the Rules Commission, then that member may be excluded from
partaking in Rules Commission's decisions. At the next AGM it may be proposed that the member
be removed from the Rules Commission. In case of dispute, the member can appeal to the
EGF Committee.

Where necessary, the Rules Commission may delegate a specific task to a third person.

Investigate any rules-related matters brought to the attention of the
Rules Commission by a Go player or on its own initiative.
