Czech Go Association Proposal for AGM 2004, Tuchola, Poland Support of Young Players at European Youth Go Championship Presumptions: European Youth Go Championship is organized with the support of Ing Chang-Ki Educational Foundation with the aim to promote the game of go among a wide range of young players and also with the aim to help to increase the level of the game played by Youth. The aim of this proposal is to enable to participate as many players as possible and also to make sure that none of the strong players would not be able to participate because of lack of money. On the other hand support should not come to players to whom EYGC is a mere trip and who sometimes do not even know rules. The proposal also takes into account problems that appeared in the past and suggests a procedure how to avoid them. The proposal consists of two parts of rules. General rules should be valid regardless of number and strength of participants, and Operational rules which should be set before every EYGC by Education and Youth Committee together with Executive of EGF according to the expected number and strength of participants. General rules: 1. Participants in each group (under 18 and under 12) are divided into three groups according to their strengths. 2. Participants in top groups in both categories have entry free and are paid all expenses for accommodation. 3. Concerning top groups three participants from one country maximum in each category (under 18 and under 12) are given a contribution for travel expenses according to the distance they must travel and possible way of traveling. 4. Participants in middle groups in both categories (under 18 and under 12) have entry free and are paid half price for accommodation. 5. Participants in bottom groups in both categories (under 18 and under 12) pay all of their expenses by themselves. 6. All participants who claim contributions must be on the EGF rating list at least with three tournaments. 7. Every country can claim full support including traveling contributions for one participant even if he/she does not belong to a top group. That is meant for promotion of the game of go and EYGC in countries who do not have yet a strong background for Youth. This claim can be applied for a weaker player only in a case that the country does not have on the EGF Rating list a player strong enough to fulfil requirements put on any of the top groups. 8. All participants who wants to participate at the European Youth Go Championship must registered by the time given by the organizer and pay an advance which must cover possible expenses due to a late cancellation. Participants supported by Ing Foundation will be given their money back when they arrive. 9. It is only up to the organizer to decide if he accepts registrations after the deadline. Participants registered after the deadline and participants who didn’t pay an advance in time lose any claim for a support and must cover all of their expenses by themselves. 10. Every participating country can send one team leader and one accompanying person with every 5 children but a maximum of 5 persons together, who will have their accommodation paid by an organizer. The Team leader can also claim travel contributions assigned to players in top groups from his / her country. 11. All contributions for participants are dealt through National Go Associations / Federations. Operational rules: 1. Initial Rating for a top group in under 18 category will be set to 2050 (1 dan and stronger). 2. Initial Rating for a middle group in under 18 category will be set from 1050 to 2049 (from 10 kyu up to 1 kyu). 3. Initial Rating for a top group in under 12 category will be set to 1150 (9 kyu and stronger). 4. Initial Rating for a middle group in under 12 category will be set from 550 to 1149 (from 15 up to 10 kyu). 5. Contributions for travel expenses will be from 50 EUR to 300 EUR pp. 6. Educational and Youth Committee together with Executive of EGF will publish exact travel contributions for participants with regard to the host country, the Date at which Rating list will be taken into an account to decide who belongs to which group and can change rating limits for groups latest 15 December, so as National Associations / Federations can prepare their teams properly. All extra participants must take care for all expenditure and send to organisers a deposit for accommodation and meals. Entry will also be restricted to the first 200 players total.
