Greece may apply soon. 5) Reports ~~~~~~~~~~ The President's report not read out. Italy qestioned loss of Toshiba sponsorship. You have to apply in April for July for maybe only 3000 euro. One condition was for a report and accounts by October, but the Polish info was too late. However an application may be made again next year. There was no secretary report as "We see his minutes and agendas". Matti Siivola reported on 2 Korean teachers who visited. The accounts from the Treasurer and expalanatory notes had already been circulated. 6) Auditor ~~~~~~~~~~ The auditor reported the accounts were OK. He noted that travel expenses had occurred that had not been budgetted for - about 2000 euro over budget. The accounts were approved (25+/1-/1=) 7) IGF ~~~~~~ Erik Puyt's report had already been circulated describing recent progress with World Mind Sports and Olympic recognition. 8) Commision Reports ~~~~~~~~~~~~~~~~~~~~ Rules: There have been 3 meetings of an international (World) rules group. The aim is to form a single world ruleset, which is a requirement before Olympics would recognise. Target is by 2008. The Rules Commission's Modus (Appendix F) was accepted with the change from "Impose" to "Recommend" sanctions. 9) Elections ~~~~~~~~~~~~ Existing executive, IGF directors and Auditors re-elected excepting Arnaud Knippel was appointed second auditor. 10) Budget ~~~~~~~~~~ It was agreed to modify this to include 1000 euro to sponsor Pratesi's Eurogo 3 book publication (the delegates received volumess 1 and 2). Then the budgets for 2005/6 and 2006/7 accepted, with the proviso that later decisions could also affect it. 11) Commisions ~~~~~~~~~~~~~~ Rules is already running. Ratings: Want some mathematicians etc for tech help. New: Congress Format Commission - to Rethink structure of EGC, what to do about many strong Asians, winter congress, etc New: Sponsorship commission Constitution commission: to get proposals ready for January. Appeals commission must be formed. Calls for joining these commisions will go out by email. Sweden requested commisions to be appointed by the AGM. 12) EGCs ~~~~~~~~ a Prague 2005 Thanks were given to Jana and team. With over 700 players and 150 non-players it was the biggest so far (Czechia is a popular location). It was suggested that as more orientals, notices should be translated into Korean/Japanese/Chinese. A teaching meeting should be held regularly as this year's had been worthwhile. b Rome 2006 Their flier presented, but low cost accomodation not yet sorted out. They are expecting 500 with a weekend peak, but have no plan for any prize money. Saijo will be there. c Villach 2007 Sponsors are being researched. Youth hostels will be less than 20 euro pppn, with camping about 5km away. The dates of 14 - 28 July complete disregard the "rule" to start in July and end in August. d Sweden 2008 This will last week July and first Week August but location not yet fixed, but will be either in abouyt 2 hours from Stockholm (eg Leksand) or Stokholm as a fallback. Italy was unhapppy with concept of giving congress to a country rather than a location and date in a country. e Voting for 2009 Belgium was elimiated on the first vote and Serbia on the second by a narrow margin. So location will be Groningen in Netherlands, last week July and first August. All accom within walking distance and 15-25 euro pppn with camping adjacent. 13) Tournaments ~~~~~~~~~~~~~~~ a1 Serbia withdrew so Russia gets EYGC 2006,end March in St Petersburg. 2007 is already agreed as Netherlands. a2 Student 2005: Finland for first such event. The Student World Championship in Japan wants 2 males and 1 female. EGF will support travel to tournament. Original budget was 2000 euro, AGM voted for 6000 euro. Most were in favour of this. Age range is 18 to under 30. a3 Pairs 2006: Germany March/April 2007: Russia: End Jun, sequential after Women's Championship. a4 Ing 2007 EGCC a5 Womens: 2005 Germany Leipzig, 2006 none, 2007: Russia (by Pairs). a6 Teams: No bids. b1 New Toyota - IGS Pandanet European Go Tour format approved. b2 Ing Cup late reserves rule accepted. b3 European Cup events accepted by executive rule accpeted. b4 European Cup residency rule accpted but change 5 years to 2 years. b5 Players must play every round to score points rule accepted. b6 EYGC rule on nationality not accepted. Tournament conditions accepted. 14) Team Captains ~~~~~~~~~~~~~~~~~ World Pair: Victor Bogdanov (later rejected by sponsor). WAGC: Czech choice. 15) Member proposals ~~~~~~~~~~~~~~~~~~~~ a German proposal on A class rating tournaments accepted. b Student Games - already approved under 13a2 c Figg Agi Agreement renewal failed (12+/13-) d German Internet Team Event suggestion approved in principle. 16) AOB ~~~~~~~ * Harald Kroll and "Go4Schools" are opening team event to other countries. * Iwamoto Go Awards - the EGCC launched new edition. Apply by 1 Mar 2006. * Koreans Team Tournament invited four countries directly. * Teams of 2 are invited to Chinese city team tournament on 12 October. * There may be a Korean International Baduk Championships in 2006. * Korean Baduk University wants to send more teachers to Europe. * Germany requested the EGC in 2012. * The list of Pair Go countries was read out. * The EGC Organiser's WIKI Handbook was advertised.
